Case Study: Improving Issue Resolution Through Call Center Form Effectiveness Study 

 Background 

A global logistics company partnered with BPA Quality to understand why many customer tracking inquiries were not resolved in a single contact. Only 48% of recipient customers reported their issue had been resolved, while unresolved interactions were 73% more likely to result in dissatisfaction, 80% more likely to be described as high effort, 73% more likely to make customers feel unvalued, and 46% less likely to recommend the company.

The study focused on determining whether the form accurately measured the constructs that matter most to customers, such as how well agents diagnose problems, provide guidance, and confirm resolution. It also evaluated whether these measures were applied consistently and produced reliable results across evaluators. 

By refining these metrics and aligning them with behaviors proven to affect customer outcomes, the study aimed to reduce repeat contacts and improve customer satisfaction. Along the way, the improvements also enhanced coaching effectiveness and calibration consistency. More reliable and actionable insights are generated throughout the customer experience process.

Integrated Analytical Approach 

BPA’s analysis combined interaction-level data, psychometric evaluation, evaluator insights, and customer experience outcomes to assess how the evaluation form functioned in practice. Correlation testing and behavioral mapping were used to identify which agent actions were most strongly associated with repeat contacts and satisfaction. 

The results showed that 54% of repeat-contact causes were explicit issues such as staff process gaps or unclear handling steps, and 46% were implicit opportunities involving customer perception, communication clarity, or lack of reassurance. 

When these findings were compared with the existing evaluation form, BPA found clear visibility gaps. 

(1) Behaviors related to listening and acknowledgment were well represented and showed strong correlation with resolution success. 

(2) Items tied to process accuracy checks and building customer connection appeared in the form but were loosely defined and inconsistently applied. 

(3) Critical skills such as problem diagnosis, proactive guidance, confidence in communication, educating customers, and confirming resolution were missing entirely, leaving large areas of customer experience unmeasured 

(4) Low frequency but meaningful behaviors such as forward-looking resolution (observed in 1.6% of interactions) and personalized engagement (0.2%) were rarely captured, suggesting that additional sampling or targeted inclusion rules would be needed to evaluate them reliably. 

Overall, the findings showed that the form was primarily designed to verify procedural compliance and communication tone, but not whether agents truly identified, addressed, and resolved the customer’s underlying issue. 

Improving Measurement Precision and Construct Clarity

BPA enhanced the connection between form metrics and customer outcomes by using measurement-based diagnostic methods grounded in psychometrics. The team assessed how well each question aligned with its intended skill or behavior, uncovering that some items misrepresented their purpose, such as a “professional communication” question focusing on tone rather than clarity. Assessments of “ownership” and “customer focus” similarly reflected courtesy over accountability. Through correlation analyses and structure testing, BPA identified inconsistent questions and revised or replaced them with clearer, behavior-based indicators to better predict customer satisfaction and repeat contact.

Through this process, BPA helped the client redefine constructs like confidence (clarity and accuracy in responses), education (helping the customer understand processes or self-service options), and issue resolution (ensuring closure and confirming that expectations were met). These refinements allowed the form to measure behaviors in a way that was both reliable for evaluators and meaningful for business insight. 

Key Insights and Recommendations 

BPA’s findings and recommendations are centered on strengthening the measurement of the behaviors most critical to resolving customer issues. 

Expand behavioral coverage Introduce or refine metrics for problem diagnosis, confident communication, use of resources, and resolution quality to better capture the agent’s ability to resolve issues within a single interaction. 

  1. Clarify and align constructs Redesign broad or overlapping questions such as process accuracy and customer connection so they align with validated constructs like empathy or ownership. This change improves consistency and interpretability across evaluators 
  2. Increase representativeness Adjust sampling strategies to include more interactions that display low frequency but meaningful behaviors such as forward-looking resolution and personalized engagement, which strengthen emotional connection and customer trust. 
  3. Strengthen calibration consistency Develop detailed scoring rubrics and behavior-based examples informed by measurement testing to reduce evaluator variance and support more consistent feedback.
  4. Link to business impact Continuously validate revised form metrics against CSAT, repeat contact, and NPS results to ensure the evaluation process remains predictive and outcome driven.
  5. Business Impact Predictive modeling based on observed data projected that improving issue-resolution behaviors by just 10% could increase overall satisfaction by 7 to 9 points, reduce repeat contacts by approximately 12%,and improve customer perceptions of value and effort by more than 15%.

The refined evaluation form also improved alignment among evaluators, resulting in more consistent coaching and clearer performance insights. With greater reliability in what was being measured, leadership teams were able to focus training and feedback on the specific behaviors that drive measurable improvements in customer experience.
